License Manager is a utility that  registers additional products, country-specific functionalities, and  languages for your Oracle E-Business Suite system.License Manager also  provides a set of reports that allows you to determine the products,  country-specific functionalities and languages that are registered on  your Oracle E-Business Suite system.
Once you have set up the required  product licensing agreement, you must register the new products in your  installation. If you do not, you will not be able to apply patches or  perform other maintenance tasks for these products. You register  products by using the OAM License Manager.The following scenario will  give you idea about how licensing a product.
 Step1: Navigate Oracle Application URL:"system administrator" responsibility>License manager or login to OAM>Site Map(Administration)>License Manager
 Step2:From the  License Manager Home page, click Products to see the License Products  page

Step3:This Products  link shows three options (inclding link to show more options)  for licencing products.
License  E-Business Suite: Select this option to register the predefined  E-Business Suite of products.
License  Component Application: Select this option to register products  by component applications.
License  Applications Products: This option becomes visible when Show  More Options is selected. Select this option to register Oracle  Applications products individually.

Step4:License Manager  displays the list of Application modules. Each module is expanded to  show its individual components. Notice that component Applications that  are already registered are grayed and checked. Applications that are  grayed without a check are for display only and cannot be selected

Step5:Click OK to  finish the registration. Click Logout to leave License Manager

Step6:The Products are  now licensed but not ready to be used as none of the Forms/Packages etc  would have been compiled and loaded into the Database for these new  Products. Use adadmin to generate the files for the new Product/s
a. run adadminb. Select Generate Application Files menu
c. Select all of the following Menu options:
- Generate message files
- Generate forms files
- Generate report files
- Generate graphic files
- Generate product JAR files
e. Select Compile/Reload Applications Database Entities menu
f. Select all of the following Menu options:
- Compile APPS schema
- Compile menu information
- Compile flexfields
